Sealed Bids will be received by the HANCOCK COUNTY PORT & HARBOR COMMISSION at 14054 Fred & Al Key Road, Kiln, MS, until 10:00a.m. on Thursday March 21, 2024, and shortly thereafter opened and read for the construction of:

JOINT AIRBORNE LIDAR BATHYMETRY TECHNICAL CENTER OF EXPERTISE (JALBTCX FACILITY)

Scope of work includes new building construction of approximately 11,528 sf of administration office and technical support spaces, and associated site work. Project Documents may be examined at the HANCOCK COUNTY PORT & HARBOR COMMISSION, 14054 Fred & Al Key Road, Kiln, MS or at the office of the Design Architect, RCL Architecture, PLLC, 900 W. Causeway Approach, Mandeville, La 70471 or online at www.portairspacework.com.. Cost of bid documents is non-refundable and bid documents must be purchased through the website. Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury (“Treasury”) and the Mississippi Department of Environmental Quality (“MDEQ”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RESTORE Act, 33 U.S.C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. Notwithstanding the above, neither MDEQ nor Treasury, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract. Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee, or servant of MDEQ or Treasury.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

The right is reserved by the Owner to reject any or all bids, to waive any informalities, and to award the Contract to serve the best interest of Owner. By submitting a proposal, each bidder waives any and all claims for damages against Owner concerning any failure or decision of Owner to not accept the bid.
