Electronic or sealed Bids for construction of AIRCRAFT PACKAGING HANGAR REHABILITATION – Project No. AP2208 will be received by the Hancock County Port & Harbor Commission, located at 14054 Fred & Al Key Road, Kiln, Mississippi 39556, until 11:00 A.M. Local Time, August 7, 2024, then bids will be publicly opened and read. Any bids received after the time and date specified will not be considered and will be returned.

All bids must be addressed to the HANCOCK COUNTY PORT & HARBOR COMMISSION of Hancock County, Mississippi; marked “SEALED BID TO OPENED AT 11:00 A.M., August 7, 2024”, and specify the name of the bid project. If bid is submitted by mail, the address of the Hancock County Port & Harbor Commission is “14054 Fred & Al Key Road, Kiln, MS 39556”. If bid is hand-delivered, the street address of the Hancock County Port & Harbor Commission is”14054 Fred & Al Key Road, Kiln, MS 39556”.

When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic  bids shall be submitted online at www.portairspacework.com and shall include a document on the first page stating the same language required on the face of the sealed envelope.

The project generally consists of:
The rehabilitation of an existing approximately 12,500 SF aircraft packaging hangar and associated site improvements on an approximate 1.9-acre project area. Items include the construction of a concrete apron along the western side of the hangar, the rehabilitation/construction of an asphalt-paved access road along the southern side of the hangar, the construction of an asphalt-paved parking lot along the northern side of the hangar, the rehabilitation/construction of an access drive along the eastern side of the hangar, the construction of a concrete sidewalk, and miscellaneous site grading and drainage.

The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.

The Contractor will commence the work required by the CONTRACT DOCUMENTS within 10 calendar days after the date of the NOTICE TO PROCEED and Substantial Completion of the project will be obtained within 240 consecutive calendar days of the NOTICE TO PROCEED date unless the period for completion is extended otherwise by the CONTRACT DOCUMENTS. The Contractor shall be liable for the continued assessment of liquidated damages at $1,000.00 for each calendar day that the Contractor is in default in attaining Final Completion within the time stipulated as provided herein.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing its classification as to the value and type of construction on which it is authorized to bid. Contractors submitting a written sealed bid must write their current Mississippi Certificate of Responsibility Number on the outside of the sealed envelope containing their Bid as well as on their Bid. If the Bid is being submitted electronically through the Online Plan Room, the Mississippi Certificate of Responsibility Number must be included on the cover page and profile of the electronic bid submittal.

Proposals shall be submitted in duplicate, sealed and deposited with the Hancock County Port & Harbor Commission prior to the hour and date hereinbefore designated. No bidder may withdraw its bid within 60 days after the actual date of the opening thereof.

Each Bidder must deposit with his proposal, a Bid Bond in an amount equal to 5% (five) percent of its bid, payable to the Hancock County Port & Harbor Commission, as bid security. The successful bidder will be required to  furnish a Payment Bond and Performance Bond each in the amount of 100 percent of the contract amount.

Contract Drawings, Contract Specifications, Instructions to Bidders and Bidders Proposal forms are on file and open to public inspection in the office of the Hancock County Port & Harbor Commission, 14054 Fred & Al Key Road, Kiln, Mississippi. Bid documents are being made available via paper or digital copy. All interested bidders are required to log-in or register for an account at www.portairspacework.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through this website. This contract is funded in whole or in part with HUD Community Development Block Grant Disaster Recovery funding through the Mississippi Development Authority and is subject to all applicable rules, regulations,  conditions, and assurances as prescribed by the Mississippi Development Authority’s (MDA) Community Development's Block Grant Program, as well as the U.S. Department of Housing and Urban Development's Community Development Block Grants: State's Program Final Rule (24 CFR Part 570), and to each and every Federal and State Statute and guideline affecting the application for, receipt of, and expenditure of Community Development Block Grant funds. It is also subject to such further rules, regulations, and policies as may be reasonably prescribed by the State or Federal Government consistent with the purposes and authorization of P.L. 97- 35 and P.L. 98-8.

This project is subject to Section 3 of the Housing and Community Development Act of 1968 (12 U.S.C. § 1701u) (“Section 3”). Section 3 requires that, to the greatest extent feasible, hiring, and contracting opportunities be  afforded to low- and very low-income persons.

Davis-Bacon Act requirements apply to all construction activities under this contract.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment,  material  and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.
